Usage trends across tenants (platform administrators)

Every tenant with usage or history, ranked by sort (largest first, nulls last): used_bytes (the top tenants), growth_bytes (first to last daily snapshot of the window) or quota_ratio (used and reserved bytes over the quota: quota pressure). totals sums every tenant, with its daily series. From the daily usage snapshots.
