Move a tenant's objects to another storage account (platform administrators)

Starts a storage migration: new objects go to the target at once; every object is copied and verified while downloads keep working (each version is read from the source until its copy is complete, then from the target); the tenant then switches to the target, and the source copies are deleted after the signed-URL grace period. No client change. Audited.
